On One Hand: Luck Is Made
Luck is not related to individual people or items, such as rocks. Luck is created by positive thoughts and an expectation that everything will work out appropriately. Luck is not held in objects and therefore is non-transferable, although people wish luck to each other and bestow it on objects.
On the Other: Luck Is Remembered
Some people need help remembering that they create their own luck, which may require some type of a reminder; for some, river rocks work as excellent reminders. In addition, people who find the river rocks on a particularly good day may decide that the rocks assisted their luck factor and carrying the rocks may continue to produce that feeling.
Bottom Line
While luck is not tangible and cannot be held in a river rock, if the rock brings a person the feeling of luck, he can use it as a good luck charm. The rock may provide an individual with the feeling of luck and therefore can become "lucky."
